Whether you are initiating a new connection at the project's inception with a G99 or DRC application, securing a Bilateral Embedded Generation Agreement (BEGA), or submitting a Modification Application (ModApp) to adapt to mid-development changes, a strategically prepared, standard-tailored submission is essential for commercial viability. Demand Application

Unlike the centralized NESO Connection Portal for transmission, distribution-level demand and generation applications are highly decentralized. Developers must identify the specific regional DNO (e.g., UKPN, SSEN, SPEN, National Grid Electricity Distribution) governing the project's exact postcode. Each of the UK's regional DNOs operates its own independent website, unique online portal, and proprietary application forms.

Required Technical Documentation (For Generation Application)

Standard Application Form (SAF): This is the core data repository. It captures granular electrical parameters across different generating units (e.g., Type A to Type D):

  • Type A: A Power Generating Module with a Connection Point below 110 kV and a Registered Capacity (ie rating) of 0.8 kW or greater but less than 1 MW.

  • Type B: A Power Generating Module with a Connection Point below 110 KV and Registered Capacity of 1 MW or greater but less than 10 MW.

  • Type C: A Power Generating Module with a Connection Point below 110 kV and a Registered Capacity of 10 MW or greater but less than 50 MW.

  • Type D: A Power Generating Module with a Connection Point at, or greater than, 110 KV; or with a Connection Point below 110 kV and with Registered Capacity of 50 MW or greater.

BESS Application specifics:  For sites that contains Battery Energy Storage Systems (BESS), other information that captures maximum import capacities, load profiles, and operational characteristics is required to ensure the local network can safely accommodate the project.

Detailed Single Line Diagram (SLD): A fundamental engineering drawing that maps the site's electrical topology. It must explicitly detail the proposed Point of Connection (PoC), step-up transformer configurations, switchgear ratings, earthing arrangements, and the specific interface protection mechanisms required to safely synchronize with the DNO.

Site Boundary and Layout Plans: Accurate geographic plans (typically scaled at 1:500 or similar) outlining the exact red-line boundary and the physical placement of the generating assets.

Letter of Authority (LoA) and Heads of Terms (HoT): LoAs and HoTs are both required for an application. The Letter of Authority may reference larger parcels of land for the developer at a higher level and could be used for several applications including Budget Estimates. The Heads of Terms is unique and specific to a single application. The Red Line Boundary must be incorporated into the Heads of Terms.

Preliminary Project Timeline: A structured project programme detailing key milestones—from feasibility studies and planning permissions to construction and target energization dates.

Transmission Level:

For large-scale projects (typically 275 – 400 kV) connecting directly to the transmission network, applications are submitted to the National Energy System Operator (NESO) via the Customer Connections Portal. Governed by the Grid Code and the CUSC, this route carries highly rigorous technical and regulatory thresholds:

Key Application Types:

  • New Connection Application - Directly Connected (BCA): This application is required for users who want to connect directly to the National Electricity Transmission System (NETS). It applies to both Demand and Generation users (including interconnectors) who do NOT already have an existing agreement.

  • New Generator Application - Embedded User (BEGA): Designed for users connected to a distribution network who explicitly want transmission access rights and to hold Transmission Entry Capacity (TEC). A BEGA is not always mandatory; for example, if you are an embedded user in England & Wales under 100MW, it is only required if you actively want access to the NETS.

  • New Generator Application - Embedded (BELLA): A Bilateral Embedded License Exemptible Large Power Station Agreement is applicable exclusively for large embedded users in Scotland (e.g., >10MW in the Scottish and Southern Electricity network area and >30MW in the Scottish Power network area) who do NOT require transmission access rights. BELLA agreements are not applicable within England & Wales.

  • Modification Application: This route is applicable for users who already have a signed agreement with NESO and wish to make a change to their existing agreement (applicable to any agreement type, e.g., BCA, BELLA, BEGA, etc.).

Required Technical Documentation

Application Form: You must select and complete the appropriate form based on your required connection agreement type (e.g., BCA for direct connection, or BEGA/BELLA for embedded generation). These are filled out or uploaded directly via the Connections Portal.

Technical Parameters (DRC Data) and UDFS Submission: To demonstrate full grid compliance for connection to or use of the National Electricity Transmission System (NETS) , you must submit detailed project data using the User Data File Structure (UDFS). Specified by NESO, the UDFS is a mandatory, standardized file structure designed to facilitate data sharing and organization during the Operational Notification and Compliance process. It must be securely submitted prior to the issuance of any Energisation, Interim, or Final Operational Notification (EON, ION, or FON). Rather than being a single document, the UDFS acts as a comprehensive directory. It houses all commercial agreements, safety procedures, and the critical Data Registration Code (DRC) schedules required for technical assessment.

Proof of Land Rights (Letter of Authority - LoA): Following recent regulatory updates (specifically CUSC modifications CMP427, CMP434, and CMP435), proving land rights is no longer a basic administrative step—it is a rigorously assessed, gated requirement. NESO mandates that developers provide confirmation of either outright land ownership or formal engagement with the landowner(s). The documentation required now strictly depends on your application "Gate" and project type (including embedded generators applying for Gate 2):

  • Gate 1 Applications: All transmission-connected applicants entering an enduring process window must submit a formal Letter of Authority (for onshore projects) or a Letter of Acknowledgement (for offshore projects) to prove a legitimate, preliminary tie to the land.

  • Gate 2 Applications: The rules tighten significantly for Gate 2. All applicants (both onshore and offshore, explicitly including small and medium embedded generators) must meet the comprehensive Gate 2 readiness criteria. Crucially, this involves a strict land size assessment. Developers must utilize NESO’s Energy Density Tables to declare whether their secured acreage meets the de minimis (minimum) spatial requirements for their proposed generation capacity.

Single Line Diagram (SLD): This must clearly illustrate the connection topology, including the proposed Point of Connection (POC), main transformers, circuit breakers, and primary electrical equipment.

Location & Site Layout Map: You need to accurately mark the redline boundary of the project site, the proposed substation location, and the expected transmission cable routing.

Project Milestone Plan: You must outline your expected project timeline, specifically highlighting your desired Connection Date.
